Environmental and Social Safeguards (ESS) and Risk Management Consultant

About the role

UNICEF is seeking an experienced consultant to support the Afghanistan Country Office in operationalising its Environmental and Social Standards (ESS) framework. The role will focus on integrating ESS policies into programme implementation, strengthening risk management, and enhancing complaints and feedback mechanisms.

Key responsibilities

• Validate, finalise and operationalise the WASH Environmental and Social Risk Management Plan (ESRMP).
• Integrate risk management, stakeholder engagement, and CFM procedures into programme systems.
• Roll out ESS processes in additional programme sections, including activity screening and risk assessment.
• Establish complaint and feedback arrangements, referral pathways and monitoring mechanisms.
• Provide capacity‑building support to country‑office staff, partners and vendors on ESS requirements.
• Document incidents and support escalation for the EERA‑AF Project.

Required profile

• Proven experience in environmental and social safeguards within humanitarian or development contexts.
• Strong understanding of risk management, stakeholder engagement and accountability frameworks.
• Ability to work collaboratively with multi‑disciplinary teams and external partners.
• Excellent analytical and reporting skills.
