Chief Field Operations and Emergency (P-5) – Fixed Term

About the role

UNICEF is seeking a senior professional to lead its Field Operations and Emergencies Section in Afghanistan. Based in Kabul, the Chief will oversee zonal offices, coordinate emergency preparedness and response, and ensure effective integration of humanitarian and basic human needs programmes across the country.

Key responsibilities

• Provide strategic leadership and oversight to Chiefs of Field Offices and zonal office teams.
• Coordinate emergency preparedness, response activities and humanitarian/BHN coordination at national and sub‑national levels.
• Ensure alignment between field operations, programme sections and operational support functions to strengthen delivery, monitoring and accountability.
• Maintain UNICEF’s leadership role in inter‑agency coordination, cluster management and Areas of Responsibility.
• Travel frequently to field locations to monitor implementation and support teams.

Required profile

• Senior professional reporting directly to the UNICEF Representative.
• Based in Kabul with willingness to travel regularly to field sites.
• Demonstrated experience in managing large‑scale field operations and emergency programmes.
