Program Manager – EmpowerED

About the role

Mercy Corps is seeking a Program Manager to lead the EmpowerED initiative in Afghanistan. The role will oversee the design, implementation, and monitoring of vocational training and apprenticeship programs for vulnerable youth, including women, across Kabul, Parwan and Herat.

Key responsibilities

• Manage day‑to‑day implementation of the EmpowerED program in partnership with private‑sector master trainers and national partners.
• Coordinate with field teams, provincial authorities, UN agencies and other stakeholders to ensure smooth program delivery.
• Develop and maintain relationships with private‑sector companies, government bodies and donors.
• Lead technical capacity‑building for staff, support proposal development and donor positioning.
• Contribute to the broader Livelihoods portfolio strategy and provide coordination support for provincial activities.

Required profile

• Proven experience managing development or humanitarian programs, preferably in livelihood or economic empowerment.
• Strong understanding of vocational training, apprenticeship models and market‑based assessments.
• Excellent communication and stakeholder‑engagement skills.
• Ability to work in a complex, multi‑partner environment and travel within Afghanistan.
